Director Scott Carthy beautifully documents the divisive subculture of subway car performers in this 7-min short documentary. From what I can gather 1050.6(c) is the section of the New York Transit code that states panhandling and performing on trains is prohibited.
Scott is hoping to raise funds through Kickstarter to shoot a longer, more in depth, film about these dancers. Watch the 7-min short film below!
