According to the UN, Civilian fatalities in wartime climbed from 15% during World War I, to 65% by the end of World War II. It now stands at more than 90% in wars since the 1990s. More innocent women and children are now maimed and killed than soldiers.

A report from UNICEF stated, "Any and all tactics are employed, from systematic rape, to scorched earth tactics that destroy crops and poison wells, to ethnic cleansing and genocide."
